On 1 January, the Secretary-General introduced a revised framework for delegation of authority emphasizing transparency, accountability and decision-makin that is closer to the point of mandate and programme delivery. The new framework - a key pillar in the vision for a new management paradigm - is outlined in the Secretary-General's Bulletin 2019/2.
