Administrative instruction
Performance Management and Development System
The Under-Secretary-General for Management Strategy, Policy and Compliance,
pursuant to section 4.2 of the Secretary-General’s bulletin on procedures for the
promulgation of administrative issuances (ST/SGB/2009/4), and for the purpose of
updating the policies and procedures for performance management and development,
pursuant to staff rule 1.3, promulgates the following:
Section 1
Scope of application
All staff members who hold appointments of at least one year (except for staff
at the levels of Under-Secretary-General and Assistant Secretary-General, staff
members who sign a senior manager’s compact with the Secretary-General and staff
performing the functions of Resident Coordinator) shall have their performance
evaluated in accordance with the Performance Management and Development
System. The present instruction does not apply to staff members holding temporary
appointments, who may be evaluated under the provisions of the administrative
instruction on administration of temporary appointments (ST/AI/2010/4/Rev.1).
Section 2
Purpose, roles and responsibilities
2.1 The key goals of the Performance Management and Development System are to
establish a framework that allows for the fair and equitable evaluation of the
performance of staff members and to foster a culture of regular feedback.
2.2 Staff members, including first and second reporting officers, have a duty to fulfil
their obligations and to be active participants in the development and assessment
processes, was well as to fully comply with the procedures established herein. Heads
of entity1 have a duty to ensure that staff members fully comply with the obligation
under staff rule 1.3 (c).

2.3 The purpose of the Performance Management and Development System is also
to improve the delivery of programmes by optimizing individual performance at all
levels, which it will achieve by:
(a) Promoting a culture of accountability and adherence to United Nations
standards of conduct;
(b) Promoting a culture of high performance, personal and professional
development and continuous learning;
(c) Empowering managers and holding them responsible and accountable for
managing their staff;
(d) Encouraging a high level of staff participation in the planning, delivery
and evaluation of work;
(e) Recognizing successful performance and addressing underperformance
fairly and equitably.
2.4 The function of the Performance Management and Development System is to
promote communication between staff members and supervisors throughout the
performance management and development cycle, including on the goals and key
results to be achieved and the success criteria by which individual performance will
be assessed. The System enables a culture that promotes continuous learning and
personal and professional development, recognizes successful performance and
addresses performance shortcomings.
2.5 The Performance Management and Development System is supported by an
electronic application that captures the main stages of the performance process,
namely the workplan and the end-of-cycle performance review. The application also
acts as a reporting tool that provides key metrics in support of the performance
management and development cycle.
Section 3
Performance management and development cycle
3.1 The performance management and development cycle should normally be
12 months, beginning on 1 April of each year and ending on 31 March of the
following year. However, as provided in sections 3.2 and 3.3, the performance period
may be shorter or longer than the 12-month cycle, normally no less than 6 months or
longer than 18 months.
3.2 When a staff member takes up new duties upon recruitment, transfer or
assignment in the course of the cycle, an individual workplan should normally be
established within the first two months of assumption of the new functions. If a staff
member actively serves with a Secretariat entity for less than six months during the
cycle, no performance document is required to be completed.
3.3 Upon a staff member’s separation from service, or when a staff member takes
up new duties upon reassignment or transfer, the performance document shall be
completed by the staff member and his or her supervisor for the period between the
beginning of the performance period and the date of reassignment, transfer or
separation. If the staff member performs the same functions but serves under
successive supervisors during the year, the supervisor of the staff member at the time
at which the cycle ends shall complete the end-of-cycle evaluation, and prior
supervisors should be consulted or, if applicable, act as additional supervisors for the
relevant workplan goals.
3.4 To ensure the timely completion of the performance document, if supervisors
separate from the United Nations, it is their responsibility to complete the

Performance Management and Development System duties required of them before
the date of separation. Separation procedures and processing of final entitlements of
supervisors may be delayed until any duties relating to the evaluations for which they
are responsible are completed.
Section 4
Staff members
4.1 All staff members shall fulfil their responsibilities under the Performance
Management and Development System. Staff members are responsible for:
(a) Understanding the larger organizational goals;
(b) Soliciting clarification on individual performance expectations;
(c) Participating in a dialogue with the first reporting officer to facilitate the
development and finalization of the individual workplan and maintaining milestone
discussions during the reporting period. Milestone discussions occur at a frequency
agreed upon at the start of the cycle and are recorded by the first reporting officer;
(d) Participating in performance conversations with the first reporting officer
on recognition of good performance, identifying areas for further development and
addressing shortcomings, if any, at the time at which they arise. Performance
conversations occur outside the regular intervals set initially for milestone
discussions and are not necessarily recorded;
(e) Taking steps to complete each stage of the process for which they are
responsible without delay;
(f) Accepting or declining the invitation to participate in multi-rater, or “360-
degree”, feedback evaluations in accordance with section 8.4, if invited to do so.
4.2 Non-compliance with the terms of the present instruction by a staff member
should be recorded in the individual performance document and reflected in the
overall rating. The staff member prepares and uploads the workplan. Any
disagreement between the staff member and the first reporting officer may be resolved
with the second reporting officer in accordance with section 5.4. If the staff member
does not take the required action in time to submit a workplan for the cycle, the first
reporting officer may upload a final workplan to the system.
Section 5
Reporting officers and additional supervisors
5.1 A first reporting officer shall be designated for each staff member at the
beginning of the performance management and development cycle. The first reporting
officer is responsible for:
(a) Developing the workplan with the staff member, incorporating appropriate
competencies into the workplan and emphasizing core values in support of the
performance management process;
(b) Conducting milestone discussions at a frequency agreed upon at the start
of the cycle, and recognizing good performance and any shortcomings as they become
apparent at any time during the cycle, as appropriate, in performance conversations
outside the regular intervals set initially for the milestone discussions;
(c) Conducting and recording the final evaluation;
(d) Advising, supporting and coaching the staff member on professional
development and in the development of a personal and professional development
plan;

(e) Developing a performance improvement plan in consultation with the staff
member in the case of performance shortcomings or underperformance, if applicable;
(f) Ensuring that the performance documents of their supervisees are
completed in accordance with the prescribed procedures.
5.2 The first reporting officer should normally be the supervisor of the staff member.
However, under exceptional circumstances, heads of entity may approve, when
warranted, a first reporting officer who is not the staff member’s supervisor, but who
is in a position to fulfil the roles and responsibilities of a first reporting officer as
outlined in the present instruction.
5.3 Up to two additional supervisors may be designated when a staff member works
for more than one supervisor more than 25 per cent of the time or on assignments of
at least 30 working days, provided that such arrangements are put into place with the
agreement of the first reporting officer at the work planning stage, at the beginning
of the additional assignment or when the staff member’s supervisor changes during
the cycle.
5.4 The second reporting officer, who should normally be the first reporting
officer’s supervisor or the equivalent, is responsible for:
(a) Ensuring that the first reporting officer understands and applies the
principles and procedures of the Performance Management and Development System;
(b) Holding the first reporting officer accountable for developing, in a timely
manner, together with their staff, workplans with fair, realistic and consistent
performance expectations and ensuring linkages between the priorities of the entity
and the work unit with the individual workplans;
(c) Holding the first reporting officer accountable for the timely completion
of the staff member’s end-of-cycle evaluation;
(d) Providing regular feedback on and evaluating the first reporting officer’s
ability to manage and support the performance of his or her supervisees;
(e) Resolving disagreements between the staff member and the first reporting
officer in the implementation of the Performance Management and Development
System;
(f) Overseeing the establishment and implementation of a performance
improvement plan in case of performance shortcomings or underperformance, as
provided for in section 10 of the present instruction.
5.5 Second reporting officers also have the broader responsibility of ensuring that
the Performance Management and Development System is consistently and fairly
applied across work units by all first reporting officers who report to them. The second
reporting officer should ensure fairness and consistency throughout the cycle, in
particular when defining performance expectations and communicating performance
standards. The second reporting officer should ensure that:
(a) There is consistency between the comments on and the overall rating of
individual staff members for a given performance management and development
cycle;
(b) Ratings and comments given are factually sound, free of bias, constructive
and consistent;
(c) Managers incorporate appropriate competencies into the workplan and
emphasize core values in support of the performance management process.

5.6 The second reporting officer shall oversee the multi-rater, or “360-degree”,
feedback evaluations.
5.7 A staff member normally has one second reporting officer at any given time in
the reporting cycle. The first reporting officer and the second reporting officer should
not be the same person. However, under exceptional circumstances and after
consultation with the staff member, there may be only one reporting officer when it
is not possible to identify two different individuals to be the first and second reporting
officers.
5.8 Non-compliance with the terms of the present instruction by first or second
reporting officers should be recorded in their performance documents and be reflected
in their overall ratings. To this effect, their workplans should include a goal for timely
implementation of and compliance with the Performance Management and
Development System.
Section 6
Priorities of the entity, and work unit and individual plans
6.1 Before the beginning of the performance management and development cycle,
and for the purposes of strengthening accountability in the Secretariat, heads of entity
should sign a compact with the Secretary-General. Priorities of heads of entity are
translated into the workplans of work units in accordance with each entity’s structure.
Work unit plans are developed in consultation with staff members concerned on an
annual basis, depending on the needs of the entity, and are regularly reviewed by the
first and second reporting officers to ensure that the plans remain relevant and
achievable. Heads of entity are responsible for ensuring that managers and staff fully
understand what is expected of them for the reporting period and how those individual
expectations fit into the wider mandates of the entity.
Individual plans
6.2 At the beginning of the cycle, supervisors should meet with the staff under their
direct supervision to ensure that the objectives of the work unit are understood and
that individual workplans are prepared. Supervisors may meet with their staff either
as a group or individually.
6.3 First reporting officers shall work with the staff members whom they supervise
on the development of the staff member’s individual workplan for the cycle. The work
planning stage includes establishing individual performance evaluation criteria by
setting goals, key results and achievements, incorporating competencies into the
formulation of those goals, key results and achievements and formulating a personal
and professional development plan, as follows:
(a) Workplan: upon the conclusion of the dialogue and agreement with the
first reporting officer, the staff member revises, if necessary, and submits the final
workplan to the first reporting officer. The format of the workplan may vary
depending on the functions of the staff member, but should include results-oriented
elements, such as goals, key results and achievements, actions to take to achieve each
goal, key result and achievement and measurement, through a statement of success
criteria, performance expectations and behavioural indicators, to evaluate
performance at the end of the cycle. When more than one staff member performs
similar functions, performance expectations may be collectively developed while
allowing for individual variations, where appropriate;
(b) Competencies: the organizational competencies listed in the relevant
Secretary-General’s bulletin on the subject (ST/SGB/1999/15) define a performance
standard against which all staff can be consistently and objectively evaluated. All staff

members are held accountable for demonstrating the core values. In their dialogue on
the workplan, the staff member and the first reporting officer shall list in the workplan
the most relevant competencies related to each of the goals, key results and
achievements identified for the reporting cycle and, where appropriate, the input from
the multi-rater, or “360-degree”, feedback evaluations received during the prior cycle.
Specific job-related competencies may be added, where appropriate;
(c) Personal and professional development plan: every staff member is
expected to complete a development plan. Staff members may indicate competencies
that they wish to strengthen and career aspirations for future assignments. Every staff
member is expected to set a minimum target of five days for professional development
per year in accordance with the Secretary-General’s bulletin on the learning and
development policy (ST/SGB/2009/9).
Section 7
Performance conversations and milestone discussions
7.1 During the year, the first reporting officer and the staff member should have
ongoing performance conversations, whether verbally or in writing, which should be
used to acknowledge good performance and address any shortcomings.
7.2 The first reporting officer should conduct milestone discussions at regular
intervals agreed upon with the staff member. Such discussions should include
progress made and an explanation of any updates to the workplan goals, key results
and achievements. The first reporting officer should also note progress made in
demonstrating the competencies and in implementing the personal and professional
development plan. The staff member may note the progress made towards t he goals
set in the workplan, the competencies and the personal and professional development
plan. Documentation of the milestone discussions is the responsibility of the first
reporting officer.
Section 8
End-of-cycle performance review
8.1 After the end of the performance management and development cycle, the first
reporting officer and the staff member shall meet, by electronic means if necessary,
to discuss the staff member’s overall performance during the cycle. The meeting
should be held within three months after the end of the cycle.
8.2 Before the end-of-cycle evaluation between the first reporting officer and the
staff member, the staff member is encouraged to conduct an appraisal of the manner
in which he or she implemented the workplan defined at the beginning of the cycle.
8.3 The first reporting officer shall evaluate the extent to which the staff member
achieved the goals, key results and achievements set out in the workplan. The first
reporting officer shall also consider and comment on the manner in which the staff
member demonstrated the core values and competencies incorporated into the goals.
The first reporting officer may comment on the staff member’s self -appraisal during
the evaluation of the staff member. First reporting officers are encouraged to discuss
the career aspirations of staff during the end-of-cycle review. An overall rating of the
staff member’s performance shall be given by the first reporting officer pursuant to
section 9.
8.4 With regard to multi-rater, or “360-degree”, feedback evaluation, staff with
managerial or supervisory responsibilities may be rated in the electronic 360 -degree
application by the staff whom they supervise. Such evaluation will be progressively
rolled out and expanded to include feedback from peers and supervisors. The first

reporting officer shall take into account the 360-degree feedback, as well as input
from additional supervisors designated in accordance with section 5.2.
8.5 The second reporting officer shall review and endorse, as appropriate, the
evaluation of the first reporting officer, in accordance with his or her role as described
in sections 5.4 and 5.5. Should the second reporting officer have queries on or
concerns regarding the application of the Performance Management and Development
System, they should be discussed with the first reporting officer to ensure an overall
consistent performance document.
8.6 All parties should electronically sign or acknowledge the completed
performance document. The electronic signature of the staff member constitutes an
acknowledgement that the performance review has been conducted. It does not
indicate that the staff member is in agreement with the evaluation. The rebuttal
process outlined in section 15 cannot be initiated unless the staff member has signed
off on the finalized evaluation. A performance document submitted for electronic
signature to a staff member that the staff member does not sign is considered to be
signed by the staff member after 14 days of its receipt by the staff member. A staff
member who does not sign the performance document shall be so notified, and the
14-day period for submission of a rebuttal statement by the staff member, pursuant to
section 15.1, shall begin as of the date of such notification to the staff member.
Section 9
Rating system
Individual core values and competencies
9.1 Staff shall be appraised on the basis of the indicators that correspond to each of
the core values and competencies as incorporated into the goals, key results and
achievements. Such appraisal shall be taken into consideration in the determination
of the overall performance rating.
9.2 Evaluation of the level of demonstration of each of the core values and
competencies by the staff member during the performance management and
development cycle should be based on the degree to which the individual has been
observed as acting or behaving in accordance with the particular competency or value
and is a basis for staff development.
Overall performance rating
9.3 Staff may be given one of the following four overall ratings:
• Exceeds performance expectations
• Successfully meets performance expectations
• Partially meets performance expectations
• Does not meet performance expectations
9.4 A rating of “exceeds performance expectations” should be considered in cases
in which the staff member has surpassed the defined success criteria and/or
performance expectations for the majority of the goals, key results and achievem ents,
has continually gone beyond expectations or has significantly surpassed success
criteria and/or performance expectations in quantity and quality during the cycle,
including in demonstrating core values and competencies, as applicable.
9.5 A rating of “successfully meets performance expectations” should be considered
in cases in which the staff member has fully achieved the defined success criteria
and/or performance expectations for the majority of the goals, key results and

achievements during the cycle, including in demonstrating core values and
competencies, as applicable.
9.6 The ratings of “exceeds performance expectations” and “successfully meets
performance expectations” establish full satisfaction with the work performed and
justify awarding a salary increment in accordance with section 16.3. The ratings shall
be so viewed when staff members are considered for selection for a position without
prejudice to the discretionary authority of the Secretary-General to appoint staff
members.
9.7 A rating of “partially meets performance expectations” should be considered if
the staff member did not meet the defined success criteria and/or performance
expectations for some of the goals, key results and achievements but demonstrates
potential for and a commitment to developing and applying the required skills.
9.8 A rating of “does not meet performance expectations” should be considered if
the staff member did not meet the defined success criteria or performance
expectations for the majority of the goals, key results and achievements and
demonstrates an inability to develop and apply the required skills or a lack of
commitment thereto.
9.9 A rating of “partially meets performance expectations” or “does not meet
performance expectations” indicates the existence of performance shortcomings.
Section 10
Identifying and addressing performance shortcomings and
unsatisfactory performance
10.1 During the performance cycle, the first reporting officer should continually
evaluate performance. When a performance shortcoming is identified during the
performance cycle, the first reporting officer, in consultation with the second
reporting officer, should proactively assist the staff member in remedying the
shortcoming. Remedial measures may include counselling, transfer to more suitable
functions, additional training and/or the institution of a time-bound performance
improvement plan, which should include clear targets for improvement and a
provision for coaching and supervision by the first reporting officer in conjunction
with performance conversations, which should be held on a regular basis.
10.2 If the performance shortcoming was not rectified following the remedial
measures indicated in section 10.1 and if, at the end of the performance cycle,
performance is appraised overall as “partially meets performance expectations”, a
written performance improvement plan shall be prepared by the first reporting officer.
This shall be done in consultation with the staff member and the second reporting
officer. The performance improvement plan may cover up to a six-month period.
10.3 If the performance shortcoming was not rectified following the remedial
measures indicated in section 10.1, a number of administrative actions may ensue,
including the withholding of a within-grade salary increment pursuant to section 16.4,
the non-renewal of an appointment or the termination of an appointment for
unsatisfactory service in accordance with staff regulation 9.3.
10.4 If, at the end of the performance cycle, performance is appraised overall as “does
not meet performance expectations”, the appointment may be terminated so long as
the remedial measures indicated in section 10.1 included a performance improvement
plan that was initiated no less than three months before the end of the performance
cycle.
10.5 Should unsatisfactory performance be the basis for a decision for non-renewal
of a fixed-term appointment, and should the appointment expire before the end of the

period covering a performance improvement plan, the appointment should be renewed
for the duration necessary for the completion of the performance improvement plan.
Section 11
Implementation and monitoring by heads of entity
11.1 Heads of entity are responsible for the implementation of the Performance
Management and Development System.
11.2 Primary responsibility for the timely execution of, overall compliance with and
consistent and fair implementation of the Performance Management and
Development System rests with the head of entity, who should promote
communication between staff members and their supervisors, encourage regular
feedback through performance conversations and milestone discussions and ensure
that any change in the mandate or priorities of the entity is communicated to staff.
11.3 The head of entity is responsible for compliance with, and consistency and
fairness in the implementation (including ratings) of, the Performance Management
and Development System and the provision of other relevant data by no later than
30 June of each year. The executive office or local human resources office of each
entity should ensure that completed individual official records are maintained.
11.4 The head of entity shall hold all managers and supervisors accountable for the
effective use of the Performance Management and Development System throughout
all stages of the process and shall provide advice and recommendations, where
warranted. The head of entity should ensure that the entity’s priorities are
communicated to all staff members of the entity. The head of entity may also establish
performance standards for the entity as the basis for individual success criteria.
11.5 One of the functions of the senior management team of each entity should be to
assist the head of entity in establishing a performance management and development
strategy for the entity and its implementation, as outlined in section 11.1.
11.6 At least once a year, the senior management team of each entity should d evote
a meeting to performance management and development. At that meeting, the team
should review staff development and career support needs in the light of strategic
human resources management issues for the entity, including training and succession
management. The team may also provide guidance on recognition of successful
performance and on addressing performance shortcomings at the entity level.
Section 12
Joint Monitoring Group
12.1 A Joint Monitoring Group shall be established by each entity or by region or
duty station outside Headquarters. The members of the Group shall be appointed by
the head of entity. The Group shall normally consist of two members nominated by
management, two members nominated by the staff of the entity, in accordance with
local practice, and a Chair selected by the head of entity in consultation with the staff.
Each member shall serve for a two-year renewable term.
12.2 Each Joint Monitoring Group shall monitor and review the implementation of
the Performance Management and Development System by the entities concerned
with respect to the timeliness of the process and compliance with its purpose and
procedures, as provided in section 2. Joint Monitoring Groups shall work with the
respective entities to support the institutionalization of the Performance Management
and Development System. The Joint Monitoring Group may request from the heads
of entity statistical information necessary for the discharge of its functions. The Office
of Human Resources may provide ex officio support through the provision of such
information or the preparation of consolidated reports.

12.3 The Joint Monitoring Group shall meet once a year, at the end of the
performance cycle. It shall report to the Global Joint Monitoring Group no later than
31 July of each year. Joint Monitoring Group reports shall include a compliance
review of the end-of-year appraisals and an overall summary of the Performance
Management and Development System implementation process in each entity for that
year.
Section 13
Global Joint Monitoring Group
13.1 The Global Joint Monitoring Group shall be a subsidiary body of the Staff -
Management Coordination Committee. It shall be composed of two members
nominated by management, two nominated by the staff and a Chair appointed after
staff consultation by the President of the Staff-Management Coordination Committee.
Each member shall serve for a one-year renewable term.
13.2 The Global Joint Monitoring Group shall meet once a year, immediately prior
to the annual meeting of the Staff-Management Coordination Committee. It shall
examine policy issues related to the implementation of the Performance Management
and Development System across the Organization. It shall review the reports
submitted by Joint Monitoring Groups and shall prepare an annual report on the
implementation of the Performance Management and Development System in the
various entities. The report shall include recommendations regarding the
implementation and overall effectiveness of the Performance Management and
Development System and shall be submitted to the Staff-Management Coordination
Committee for transmittal to the Secretary-General.
Section 14
Rebuttal panels
14.1 In consultation with the staff representatives of the entities concerned, the head
of entity or his or her representative shall draw up a list of rebuttal panel members
composed of three groups of staff members from the entity concerned, in equal
numbers. The list shall be composed as follows:
(a) Rebuttal panel members designated by the head of entity;
(b) Rebuttal panel members designated by the staff representatives of the
entity in accordance with local practice;
(c) Rebuttal panel Chairs selected by the head of entity after consultation with
the staff representatives of that entity.
The approved list, subdivided as indicated above, shall normally comprise nine
individuals for large entities and six for smaller entities. However, if an entity
determines that a larger membership pool is needed, it may expand the membership
by adding one or more members to each of the groups specified above. Every effort
shall be made to obtain an appropriate geographical and gender balance, where
possible. Members must have adequate knowledge and the experience required to
review the appraisal and its rating. The head of entity shall inform the staff in writing
of the composition of the approved list.
14.2 Rebuttal panel members shall serve for a two-year term. Should a member of
the rebuttal panel be assigned to functions outside the entity concerned, the panel
member shall be replaced in accordance with the procedure relevant to the group to
which the rebuttal panel member belongs.
14.3 If it is not possible to constitute a list from the staff members of that entity, the
approved list may include staff members of other entities at the same duty station,

provided that those staff members have the knowledge and experience required to
review the appraisal and its rating.
Section 15
Rebuttal process
15.1 Staff members who disagree with a “partially meets performance expectations”
or a “does not meet performance expectations” rating received at the end of the
performance cycle may, within 14 days of signing the completed performance
document, submit to the relevant Executive Officer at Headquarters, or to the Chief
of Administration/Chief of Mission Support, as applicable, a written rebuttal
statement setting forth briefly the specific reasons that a higher overall rating should
have been received. Staff members who have received the rating of “consistently
exceeds performance expectations” or “successfully meets performance
expectations” cannot initiate a rebuttal.
15.2 The rebuttal statement shall contain the names of the three individuals, one from
each of the three groups identified in section 14.1, whom the staff member has
selected to serve on the rebuttal panel, each of whose grade is equal to or higher than
that of the reporting officer whose evaluation or comments are being rebutted.
15.3 After receiving a copy of the rebuttal statement, the head of entity or his or her
representative shall, within 14 days, prepare and submit to the rebuttal panel a brief
written statement in reply to the rebuttal statement submitted by the staff member. A
copy of the reply to the rebuttal statement shall be given to the staff member. Unless
geographical location makes it impractical, the panel shall hear the staff member, the
first and second reporting officers and, at the discretion of the panel, other individuals
who may have information relevant to the review of the appraisal rating. Telephone
statements may also be taken where geographical separation so dictates.
15.4 The rebuttal panel shall prepare, within 14 days of the review of the case, a brief
report setting forth the reasons that the original rating should or should not be
maintained. In the event that an overall rating should not be maintained, the rebuttal
panel should designate the new rating on the performance evaluation. The report of
the rebuttal panel shall be placed in the staff member’s official status file as an
attachment to the completed performance document.
15.5 The performance rating resulting from the rebuttal process shall be binding on
the head of entity and on the staff member concerned, subject to the ultimate authority
of the Secretary-General as Chief Administrative Officer of the Organization, who
may review the matter as needed on the basis of the record. Any change in the final
rating, as well as the date of the decision, shall be communicated to the Office of
Human Resources, with an annotation that the rating was changed as a result of a
review of the performance management and development rebuttal and including the
final rating recommended by the rebuttal panel.
15.6 Should unsatisfactory performance be the basis for a decision of non-renewal of
an appointment, and should the appointment expire before the end of the rebuttal
process, the appointment should be renewed for the duration necessary for the
completion of the rebuttal process.
15.7 The rating resulting from an evaluation that has not been rebutted is final and
not subject to appeal. However, administrative decisions that stem from any final
performance appraisal and that affect the conditions of service of a staff member may
be resolved through informal or formal justice mechanisms.

Section 16
Performance Management and Development System and salary increments
16.1 Under staff rule 3.3 (a), the granting of salary increments is subject to the
satisfactory performance and conduct of staff members as evaluated by their
supervisors, unless otherwise decided by the Secretary-General in any particular case.
The determination that service is satisfactory with respect to performance, as well as
the procedures for withholding a salary increment when such a determination cannot
be made, are governed by the provisions of the present section.
16.2 The decision to award or withhold a salary increment on the basis of
performance shall be made by the second reporting officer on the basis of the rating
awarded by the first reporting officer as reflected in the performance document.
16.3 The following ratings, as specified in section 9.3, shall justify a determination
that awarding a salary increment is warranted:
• Exceeds performance expectations
• Successfully meets performance expectations
16.4 The following ratings, as specified in section 9.3, shall justify a determination
that awarding a salary increment is not warranted:
• Partially meets performance expectations
• Does not meet performance expectations
16.5 When a salary increment is withheld owing to the rating “partially meets
performance expectations”, the increment shall be withheld pending the outcome of
a performance improvement plan. If the staff member’s performance improves
following the completion of the performance improvement plan, the staff member
shall be granted the salary increment with effect from the date of successful
completion of the performance improvement plan.
16.6 The decision to withhold a salary increment shall be communicated to the staff
member in writing before the decision is implemented, with a copy provided to the
Office of Human Resources or, in the case of offices away from Headquarters and
regional commissions, to the local human resources office.
16.7 Should the Performance Management and Development System rating on the
basis of which a salary increment has been withheld be upgraded at a later stage as a
result of the rebuttal process described in section 15, and should the new rating justify
the award of the salary increment, the increment shall be awarded and made effective
as from the date on which it would otherwise have been paid.
Section 17
Performance Management and Development System e-forms, learning
materials and guidelines
17.1 The Performance Management and Development System e-forms, learning
materials and guidelines are available to staff members on the intranet and through
their relevant executive office or local human resources office. They shall be updated
continually on the basis of best practices and evolving jurisprudence. Formal courses
should be provided at least every three years to update and consolidate staff
knowledge of the System. All entities should appoint performance management focal
points to provide assistance and guidance, as required.
17.2 The Performance Management and Development System learning materials and
guidelines are intended solely for general guidance and information. Should there be

any inconsistency between the guidelines and the text of the present instruction, the
provisions of the present instruction shall prevail.
Section 18
Entry into force and transitory provisions
18.1 The present instruction shall enter into force on the date of its issuance.
18.2 ST/AI/2010/5 and ST/AI/2010/5/Corr.1 are hereby abolished. However,
performance documents issued before the performance management and development
cycle 2021/22, as well as any documents created before 31 March 2021, shall be
conducted and completed in accordance with the procedures described in
ST/AI/2010/5 and ST/AI/2010/5/Corr.1.

Système de gestion de la performance et de perfectionnement
Conformément à la section 4.2 de la circulaire du Secrétaire général sur les
modalités de promulgation des textes administratifs (ST/SGB/2009/4) et dans le but
d’actualiser les politiques et les procédures relatives à la gestion de la performance et
au perfectionnement, la Secrétaire générale adjointe chargée du Département des
stratégies et politiques de gestion et de la conformité promulgue ce qui suit en
application de la disposition 1.3 du Règlement du personnel :
Section 1
Champ d’application
La performance de tous les fonctionnaires engagés pour un an au moins
(à l’exception de celles et ceux qui ont rang de secrétaire général adjoint ou de
sous-secrétaire général, de celles et ceux qui signent un contrat de mission avec le
Secrétaire général et de celles et ceux qui exercent les fonctions de coordonnateur
résident) est appréciée conformément au Système de gestion de la performance et de
perfectionnement. La présente instruction ne s’applique pas aux fonctionnaires
engagés à titre temporaire, dont la performance peut s’apprécier selon les dispositions
de l’instruction administrative relative à l’administration des engagements temporaires
(ST/AI/2010/4/Rev.1).
Section 2
Objet, fonctions et attributions
2.1 Le Système de gestion de la performance et de perfectionnement a principalement
pour objet de mettre en place un cadre permettant l ’évaluation juste et équitable de la
performance des fonctionnaires et de favoriser une culture du feedback régulier.
2.2 Il incombe aux fonctionnaires, y compris aux premiers et seconds notateurs, de
s’acquitter de leurs obligations en matière de perfectionnement et d ’évaluation, de
participer activement à ces tâches, ainsi que de respecter rigoureusement les
procédures fixées dans la présente instruction. Les chefs d’entité1 sont tenus de veiller

à ce que les fonctionnaires respectent rigoureusement l’obligation prévue à l’alinéa c)
de la disposition 1.3 du Règlement du personnel.
2.3 Ayant également pour finalité d’améliorer l’exécution des programmes en
optimisant la performance individuelle à tous les échelons, le Système de gestion de
la performance et de perfectionnement tend :
a) À promouvoir une culture de responsabilité et de respect des normes de
conduite de l’Organisation des Nations Unies ;
b) À promouvoir une culture d’excellence, de développement personnel et
professionnel ainsi que d’apprentissage continu ;
c) À donner aux responsables les moyens de bien administrer le personnel
placé sous leur autorité et à les tenir comptables de la manière dont ils s ’acquittent de
ces fonctions ;
d) À encourager tous les fonctionnaires à concourir largement à la
planification, à l’exécution et à l’évaluation du travail ;
e) À constater la bonne performance et, en cas de mauvaise performance, à
prendre des mesures justes et équitables pour y remédier.
2.4 Le Système de gestion de la performance et de perfectionnement a pour vocation
de favoriser les échanges entre fonctionnaire et supérieur hiérarchique tout au long de
la période de gestion de la performance et de perfectionnement, notamment sur les
objectifs et résultats clefs à atteindre et sur les critères de réussite selon lesquels doit
s’évaluer la performance individuelle du fonctionnaire. Il vise également à
promouvoir une culture qui permette d’encourager l’apprentissage continu de même
que le développement personnel et professionnel, de constater la bonne performance
et de remédier à la mauvaise performance.
2.5 Le Système de gestion de la performance et de perfectionnement repose sur une
application électronique qui suit les principales étapes de la gestion de la
performance, à savoir l’établissement du plan de travail et l’évaluation de fin de
période. Cette application est également un outil d’information comportant des
indicateurs de mesure clefs utiles pour la période de gestion de la performance et de
perfectionnement.
Section 3
Période de gestion de la performance et de perfectionnement
3.1 La période de gestion de la performance et de perfectionnement dure
normalement 12 mois. Elle commence le 1er avril de chaque année et finit le 31 mars
de l’année suivante. Dans les cas visés aux sections 3.2 et 3.3, cette période peut
cependant être inférieure ou supérieure à 12 mois, sans pouvoir normalement être
inférieure à 6 mois ni supérieure à 18 mois.
3.2 Lorsque le fonctionnaire recruté, muté ou réaffecté prend ses fonctions au cours
de la période, un plan de travail individuel est établi dans les deux mois. Il n’y a pas
lieu d’établir de document de performance au fonctionnaire au service d’une entité du
Secrétariat des Nations Unies pendant moins de six mois durant la période.
3.3 Lorsque le fonctionnaire cesse son service ou prend ses fonctions après avoir
été muté ou réaffecté, l’intéressé et son supérieur hiérarchique établissent le document
de performance pour l’intervalle de temps allant du début de la période à la date de la
réaffectation, de la mutation ou de la cessation de service. Lorsque plusieurs
supérieurs hiérarchiques se succèdent durant l’année sans que le fonctionnaire change
de fonctions, le supérieur dont il relève à la fin de la période établit l ’évaluation de

fin de période, ses prédécesseurs devant être consultés ou, le cas échéant, désignés
supérieurs hiérarchiques additionnels pour tel ou tel objectif du plan de travail.
3.4 Pour que le document de performance soit établi en temps voulu, tout supérieur
hiérarchique qui quitte l’Organisation doit s’acquitter des tâches à lui assignées par
le Système de gestion de la performance et de perfectionnement avant la date de sa
cessation de service, les formalités de cessation de service et le versement des
indemnités de départ pouvant être retardés jusqu’à ce que l’intéressé se soit acquitté
des obligations lui incombant en matière d’évaluation.
Section 4
Fonctionnaires
4.1 Tout fonctionnaire s’acquitte des responsabilités à lui assignées par le Système
de gestion de la performance et de perfectionnement. Il doit :
a) Comprendre les objectifs généraux de l’Organisation ;
b) Solliciter des éclaircissements sur la performance attendue de lui ;
c) Dialoguer avec son premier notateur pour faciliter l ’élaboration et la mise
au point de son plan de travail individuel et à des discussions-jalons durant la période.
Les discussions-jalons ont lieu à une fréquence convenue en début de période, et le
premier notateur est tenu de consigner qu’elles ont eu lieu ;
d) Participer à des conversations sur la performance avec le premier notateur
pour constater la bonne performance, recenser les axes d’amélioration et, en cas de
mauvaise performance, à y remédier en temps utile. Les conversations sur la
performance ont lieu en dehors des intervalles réguliers fixés en début de période pour
les discussions-jalons, et il n’est pas nécessaire de consigner qu’elles ont eu lieu ;
e) Faire le nécessaire pour achever sans retard chaque étape de la procédure
dont il a la responsabilité ;
f) Accepter ou refuser l’invitation à participer à une évaluation à sources
multiples, dite à 360 degrés, conformément à la section 8.4, le cas échéant.
4.2 Toute inobservation par le fonctionnaire des dispositions de la présente
instruction est constatée dans le document de performance de l ’intéressé et dans
l’appréciation générale portée sur sa performance. Il appartient au fonctionnaire de
créer et de télécharger le plan de travail. Tout différend entre le fonctionnaire et le
premier notateur peut être réglé avec le concours du second notateur, conformément
à la section 5.4. Si le fonctionnaire ne fait pas ce qu’il faut pour soumettre en temps
voulu le plan de travail correspondant à la période, le premier notateur peut
télécharger un plan de travail définitif dans le système.
Section 5
Notateurs et autres supérieurs hiérarchiques
5.1 Il est désigné pour chaque fonctionnaire au début de la période de gestion de la
performance et de perfectionnement un premier notateur chargé :
a) D’élaborer avec le fonctionnaire un plan de travail individuel où sont
énoncées les compétences requises et les valeurs fondamentales présidant à la gestion
de la performance ;
b) De tenir des discussions-jalons à une fréquence convenue en début de
période, et de constater la bonne performance et la mauvaise performance au fil de la
période dans le cadre des conversations sur la performance tenues en dehors des
intervalles réguliers fixés en début de période pour les discussions-jalons ;

c) De procéder à l’évaluation finale et de la consigner ;
d) De conseiller, soutenir et encadrer le fonctionnaire en ce qui concerne
l’organisation de sa carrière et l’élaboration de son plan de développement personnel
et professionnel ;
e) D’élaborer en consultation avec le fonctionnaire, en cas de carences ou de
mauvaise performance, un plan d’amélioration de la performance ;
f) De veiller à ce que tous les documents de performance des fonctionnaire s
placés sous son autorité soient établis conformément aux procédures prescrites.
5.2 Le premier notateur est généralement le supérieur hiérarchique du fonctionnaire.
Toutefois, à titre exceptionnel et lorsque les circonstances le justifient, les chefs
d’entité peuvent approuver la désignation d’un premier notateur qui, sans être le
supérieur hiérarchique du fonctionnaire, est néanmoins en mesure d ’exercer les
fonctions et attributions de premier notateur énoncées dans la présente instruction.
5.3 Lorsque le fonctionnaire relève de plusieurs supérieurs hiérarchiques pendant
plus de 25 % de son temps de travail ou pendant des affectations d’au moins 30 jours
ouvrés, deux d’entre eux au plus peuvent être chargés de porter une appréciation sous
réserve que le premier notateur donne son accord au moment de l’établissement du
plan de travail ou au début de l’affectation à une nouvelle tâche, ou lorsque le
supérieur du fonctionnaire change durant la période d’évaluation.
5.4 Le second notateur, qui est généralement le supérieur hiérarchique du premier
ou l’équivalent, est chargé :
a) De veiller à ce que le premier notateur comprenne et applique les principes
et procédures du Système de gestion de la performance et de perfectionnement ;
b) De rappeler en temps voulu au premier notateur qu’il est tenu d’établir
avec le fonctionnaire un plan de travail juste, réaliste et cohérent du point de vue de
la performance attendue et de veiller à ce que ce plan de travail individuel cadre avec
les priorités de l’entité et du service ;
c) De rappeler au premier notateur qu’il est tenu de procéder en temps voulu
à l’évaluation du fonctionnaire en fin de période ;
d) De donner régulièrement son avis et d’évaluer l’aptitude du premier
notateur à encadrer la performance des fonctionnaires placés sous son autorité ;
e) De régler les différends qui peuvent surgir entre le fonctionnaire et le
premier notateur à l’occasion de l’application du Système de gestion de la
performance et de perfectionnement ;
f) De superviser l’établissement et l’exécution d’un plan d’amélioration de
la performance en cas de carences ou mauvaise performance, conformément à la
section 10.
5.5 D’une manière générale, le second notateur doit aussi veiller à ce que le Système
de gestion de la performance et de perfectionnement soit appliqué en toute rigueur et
équité dans tous les services et par tous les notateurs placés sous son autorité. Il doit
veiller à l’équité et à la rigueur pendant toute la période d’évaluation, en particulier
s’agissant de définir la performance attendue du fonctionnaire et de porter les critères
en la matière à la connaissance de l’intéressé. Il doit veiller :
a) À ce que les observations et l’appréciation générale de la performance pour
chaque fonctionnaire durant la période de gestion de la performance et de
perfectionnement soient cohérentes ;

b) À ce que les appréciations et les observations formulées soient fondées sur
des éléments factuellement solides, impartiaux, constructifs et cohérents ;
c) À ce que les supérieurs hiérarchiques énoncent dans le plan de travail les
compétences requises et les valeurs fondamentales présidant à la gestion de la
performance.
5.6 Le second notateur supervise les évaluations à sources multiples, dites à
360 degrés.
5.7 Le fonctionnaire a généralement un second notateur à tout moment de la période
d’évaluation. Le premier et le second notateur ne doivent pas être la même personne.
Toutefois, à titre exceptionnel et après consultation du fonctionnaire, un seul notateur
peut être désigné lorsqu’il n’est pas possible de nommer deux personnes différentes
premier et second notateurs.
5.8 Toute inobservation des dispositions de la présente instruction par le premier ou
le second notateur est constatée dans le document de performance de l ’intéressé et
prise en compte dans l’appréciation générale portée sur sa performance. À cet effet,
le plan de travail des notateurs doit compter parmi ses objectifs l ’application en temps
voulu du Système de gestion de la performance et de perfectionnement et le respect
des procédures correspondantes.
Section 6
Priorités de l’entité, plan de travail du service et plan de travail individuel
6.1 Avant le début de la période de gestion de la performance et de perfectionnement
et dans le but de renforcer la responsabilité au sein du Secrétariat, les chefs d ’entité
signent un contrat de mission avec le Secrétaire général. Les priorités des chefs
d’entité trouvent place dans les plans de travail des différents services compte tenu
de la structure de l’entité concernée. Chaque service arrête son plan de travail en
consultation avec les fonctionnaires concernés chaque année, selon les besoins de
l’entité. Les premier et second notateurs l’examinent régulièrement pour en garantir
le caractère actuel et réalisable. Les chefs d’entité sont chargés de veiller à ce que les
supérieurs hiérarchiques et les fonctionnaires comprennent parfaitement ce que l ’on
attend d’eux pour la période d’évaluation et comment ces attentes individuelles
s’inscrivent dans les mandats généraux de l’entité.
Plan de travail individuel
6.2 Au début de la période, le supérieur hiérarchique a un entretien avec tout
fonctionnaire placé sous son autorité directe pour lui expliquer les objectifs du service
et lui permettre d’établir son plan de travail individuel. L’entretien peut être collectif
ou individuel.
6.3 Le premier notateur concourt avec le fonctionnaire placé sous son autorité à
établir le plan de travail individuel de ce dernier pour la période. Il s ’agit à ce stade
d’établir des critères d’évaluation de la performance individuelle en définissant des
objectifs, des résultats clefs et des réalisations, d’énoncer les compétences requises
dans la définition des objectifs, des résultats clefs et des réalisations, et de formuler
un plan de développement personnel et professionnel, comme suit :
a) Plan de travail : à l’issue de ce dialogue et en accord avec son premier
notateur, le fonctionnaire revoit si nécessaire son projet de plan de travail et en remet
la version finale au premier notateur. Si l’économie du plan de travail peut varier
selon les fonctions exercées, le fonctionnaire doit toujours y insérer des éléments axés
sur les résultats, par exemple les objectifs ou résultats clefs à atteindre ou les
réalisations à mener à bien, et les tâches à accomplir pour atteindre chaque objectif

ou résultat ou mener à bien chaque réalisation, et y définir des critères permettant de
mesurer la réussite, le degré de performance à atteindre et des indicateurs de
comportement permettant d’évaluer la performance à la fin de la période. Lorsque
plusieurs fonctionnaires exercent des fonctions similaires, il peut être établi une
définition commune des degrés de performance, assortie de variantes si nécessaire ;
b) Compétences : les compétences définies dans la circulaire du Secrétaire
général sur la question (ST/SGB/1999/15) constituent la norme par référence à
laquelle la performance de tout fonctionnaire peut s’apprécier en toute rigueur et
objectivité. Chaque fonctionnaire doit faire la preuve de son adhésion aux valeurs
fondamentales. Lors du dialogue sur le plan de travail, le fonctionnaire et le p remier
notateur énumèrent dans le plan les compétences qui cadrent le mieux avec les
objectifs, les résultats clefs et les réalisations définis pour la période d ’évaluation,
ainsi que ce qui ressort de l’éventuelle évaluation à sources multiples, dite à
360 degrés, menée au cours de la période précédente. Peuvent également être retenues
les compétences particulières exigées par tel ou tel emploi ;
c) Plan de développement personnel et professionnel : chaque fonctionnaire
est censé établir un plan de développement. Le fonctionnaire peut indiquer celles de
ses compétences qu’il souhaiterait développer et les affectations auxquelles il aspire
pendant sa carrière. En application de la circulaire du Secrétaire général sur la
politique de formation et de perfectionnement du personnel (ST/SGB/2009/9), il est
également censé consacrer au minimum cinq jours par an à son développement
professionnel.
Section 7
Conversations sur la performance et discussions-jalons
7.1 Durant l’année, le premier notateur et le fonctionnaire tiennent régulièrement
des conversations sur la performance. Ces échanges, qui peuvent avoir lieu par oral
ou par écrit, doivent servir à constater la bonne performance du fonctionnaire ou, en
cas de mauvaise performance, à y remédier.
7.2 Le premier notateur tient des discussions-jalons à intervalles réguliers convenus
avec le fonctionnaire. Ces discussions doivent servir à prendre acte des progrès
réalisés et à expliquer tout réaménagement des objectifs, résultats clefs et réalisations
définis dans le plan de travail. Le premier notateur doit aussi noter les progrès réalisés
dans l’utilisation des compétences et dans l’exécution du plan de développement
personnel et professionnel. Le fonctionnaire peut constater les progrès réalisés au
regard des objectifs définis dans le plan de travail, des compétences et du plan de
développement personnel et professionnel. Il appartient au premier notateur de
conserver une trace des discussions-jalons.
Section 8
Évaluation de la performance en fin de période
8.1 À la fin de la période de gestion de la performance et de perfectionnement, le
premier notateur se réunit avec le fonctionnaire, par voie électronique si nécessaire,
pour examiner la performance générale de l’intéressé au cours de la période écoulée.
Cet entretien doit avoir lieu dans les trois mois suivant la fin de la période.
8.2 Le fonctionnaire est encouragé, en prévision de l’évaluation de fin de période
avec le premier notateur, à évaluer lui-même comment il a exécuté le plan de travail
arrêté en début de période.
8.3 Le premier notateur évalue dans quelle mesure le fonctionnaire a atteint les
objectifs, résultats clefs et réalisations arrêtés dans son plan de travail. Il apprécie
aussi, et commente, la manière dont le fonctionnaire a montré qu’il incarnait les

valeurs fondamentales et possédait les compétences associées aux objectifs. Il peut
faire des observations sur l’auto-évaluation du fonctionnaire. Le premier notateur est
encouragé à s’entretenir avec le fonctionnaire, lors de l’évaluation de fin de période,
des aspirations professionnelles de l’intéressé. Il porte une appréciation générale sur
la performance du fonctionnaire conformément à la section 9.
8.4 Évaluation à sources multiples, dites à 360 degrés : tout fonctionnaire exerçant
des fonctions de direction ou d’encadrement peut faire l’objet d’une évaluation à
360 degrés par ses subordonnés. Cette évaluation sera mise en place progressivement
puis étendue, de sorte que les pairs et les supérieurs du fonctionnaire seront aussi
invités à donner du feedback. Le premier notateur prend en compte l’évaluation à
360 degrés ainsi que les avis des autres supérieurs hiérarchiques désignés conformément
à la section 5.2.
8.5 Le second notateur examine et approuve, selon qu’il convient, les évaluations
du premier notateur, conformément aux attributions énoncées aux sections 5.4 et 5.5.
En cas de questions ou de doutes concernant l’application du Système de gestion de
la performance et de perfectionnement, il en discute avec le premier notateur pour
assurer la cohérence globale du document de performance.
8.6 Toutes les parties doivent signer ou viser le document de performance par voie
électronique. En signant électroniquement ce document, le fonctionnaire constate que
sa performance a été évaluée. Cette signature ne vaut pas approbation de l ’évaluation.
Le fonctionnaire ne peut engager la procédure de contestation décrite à la section 15
tant qu’il n’a pas signé le document de performance dans sa version définitive. Tout
fonctionnaire qui ne signe pas le document de performance à lui présenté pour
signature est réputé l’avoir fait à l’expiration d’un délai de 14 jours après qu’il l’a
reçu. Il en est informé et le délai prévu à la section 15.1 pour la présentation d’une
déclaration de contestation commence à courir à la date de cette notification.
Section 9
Barème de notation
Valeurs fondamentales et compétences
9.1 La performance du fonctionnaire s’évalue au moyen d’indicateurs correspondant
à chacune des valeurs fondamentales et compétences énumérées dans les objectifs,
résultats clefs et réalisations. Cette évaluation doit être prise en compte dans
l’appréciation générale de la performance.
9.2 L’appréciation de la mesure dans laquelle le fonctionnaire a, durant la période
de gestion de la performance et de perfectionnement, fait montre de telle compétence
et de telle valeur fondamentale doit être fonction de la mesure dans laquelle l’intéressé
s’est distingué, par ses actes ou sa conduite, au regard de la compétence ou valeur
considérée et sert de base au perfectionnement du fonctionnaire.
Appréciation générale de la performance
9.3 Le fonctionnaire reçoit une des quatre appréciations générales ci -après :
• Performance dépassant les attentes ;
• Performance répondant aux attentes ;
• Performance répondant partiellement aux attentes ;
• Performance ne répondant pas aux attentes.
9.4 L’appréciation « Performance dépassant les attentes » est attribuée au
fonctionnaire qui a plus que satisfait aux critères de réussite définis au regard de la

majorité des objectifs, résultats clefs et réalisations, a constamment dépassé les
attentes, ou a fait beaucoup plus que satisfaire aux critères de réussite ou répondre
aux attentes tant en quantité qu’en qualité pendant la période, notamment en faisant
montre des valeurs fondamentales et compétences considérées.
9.5 L’appréciation « Performance répondant aux attentes » est attribuée au
fonctionnaire qui a pleinement satisfait aux critères de réussite définis ou pleinement
répondu aux attentes au regard de la majorité des objectifs, résultats clefs et
réalisations durant la période, notamment en faisant montre des valeurs fondamentales
et compétences considérées.
9.6 Les appréciations « Performance dépassant les attentes » et « Performance
répondant aux attentes » attestent que l’Organisation est pleinement satisfaite du
travail accompli et justifient une augmentation périodique de traitement conformément
à la section 16.3. Elles sont ainsi considérées lorsqu’on envisage de nommer le
fonctionnaire à un poste, sans préjudice du pouvoir discrétionnaire de nomination qui
appartient au Secrétaire général.
9.7 L’appréciation « Performance répondant partiellement aux attentes » est
attribuée au fonctionnaire qui, sans avoir satisfait aux critères de réussite définis ou
répondu aux attentes au regard de certains des objectifs, résultats clefs et réalisations,
a néanmoins montré qu’il avait les moyens et la volonté d’acquérir les aptitudes
requises et de les mettre en pratique.
9.8 L’appréciation « Performance ne répondant pas aux attentes » est attribuée au
fonctionnaire qui, n’ayant pas satisfait aux critères de réussite ou répondu aux attentes
au regard de la majorité des objectifs, résultats clefs et réalisations, a montré qu’il
n’avait ni les moyens ni la volonté d’acquérir les aptitudes requises et de les mettre
en pratique.
9.9 Les appréciations « Performance répondant partiellement aux attentes » et
« Performance ne répondant pas aux attentes » constatent l’existence d’insuffisances
dans la performance.
Section 10
Insuffisances et mauvaise performance
10.1 Durant la période d’évaluation, il convient que le premier notateur évalue en
permanence la performance. Lorsqu’il relève quelque insuffisance dans le travail du
fonctionnaire, il doit, en consultation avec le second notateur, aider activement
l’intéressé à y remédier. Les mesures prises pour remédier à toutes insuffisances
peuvent consister à prodiguer au fonctionnaire des conseils, à l ’affecter à des
fonctions qui lui conviennent mieux, à lui organiser une formation additionnelle ou à
lui établir un plan d’amélioration de la performance assorti d’un échéancier,
d’objectifs clairs, le premier notateur se chargeant d’accompagner et d’encadrer
l’intéressé et de tenir des conversations sur la performance à intervalles réguliers.
10.2 Si les mesures visées à la section 10.1 n’ont pas remédié à l’insuffisance et si, à
la fin de la période d’évaluation, l’appréciation générale « Performance répondant
partiellement aux attentes » est attribuée au fonctionnaire, le premier notateur établit,
en consultation avec le fonctionnaire et le second notateur, un plan écrit d’amélioration
de la performance, pouvant couvrir une période allant jusqu’à six mois.
10.3 Si les mesures prévues à la section 10.1 n’ont pas remédié à l’insuffisance,
diverses mesures administratives peuvent être prises, notamment le report de
l’avancement d’échelon en application de la section 16.4, le non-renouvellement de
l’engagement ou la résiliation de celui-ci en application de l’article 9.3 du Statut du
personnel au motif que les services de l’intéressé ne donnent pas satisfaction.

10.4 Si, à la fin de la période d’évaluation, le fonctionnaire reçoit l’appréciation
générale « Performance ne répondant pas aux attentes », il peut être mis fin à son
engagement dès lors que les mesures prises en application de la section 10.1 ont
comporté un plan d’amélioration de la performance dont l’exécution a commencé
trois mois au moins avant la fin de la période d’évaluation.
10.5 S’il est décidé de ne pas renouveler l’engagement de durée déterminée du
fonctionnaire pour mauvaise performance et si l’engagement vient à expiration avant
la fin de la période couverte par un plan d’amélioration de la performance, il doit être
renouvelé pour la durée de ce plan qui reste à courir.
Section 11
Application et suivi par les chefs d’entité
11.1 Les chefs d’entité sont responsables de l’application du Système de gestion de
la performance et de perfectionnement.
11.2 Il incombe en premier lieu au chef d’entité d’exécuter en temps voulu les
diverses activités relevant du Système de gestion de la performance et de
perfectionnement, de veiller généralement au respect des procédures et d ’assurer
l’application du système en toute rigueur et équité. Le chef d’entité favorise la
communication entre fonctionnaires et supérieurs hiérarchiques, encourage la
pratique régulière du feedback au moyen de conversations sur la performance et de
discussions-jalons, et veille à informer les fonctionnaires de toute modification du
mandat ou des priorités de l’entité.
11.3 Le chef d’entité est chargé de veiller au respect des procédures, d’assurer
l’application rigoureuse et équitable du Système de gestion de la performance et de
perfectionnement (dont les appréciations) et de communiquer toutes autres données
utiles au plus tard le 30 juin de chaque année. Il appartient au service administratif ou
au bureau local de gestion des ressources humaines dont relève l ’entité concernée de
veiller à tenir à jour les dossiers administratifs des fonctionnaires.
11.4 Tous les responsables et supérieurs hiérarchiques sont comptables de la bonne
application du Système de gestion de la performance et de perfectionnement à tous
les stades de la procédure devant le chef d’entité, qui leur donne des conseils et
recommandations si nécessaire. Le chef de l’entité doit veiller à informer tous les
fonctionnaires placés sous son autorité des priorités de l ’entité. Il peut aussi définir
pour l’entité les normes de performance selon lesquelles la réussite individuelle sera
appréciée.
11.5 L’équipe de direction de chaque entité a notamment pour vocation d’aider le
chef de l’entité à arrêter une stratégie de performance et de perfectionnement pour
l’entité et à appliquer cette stratégie, conformément à la section 11.1.
11.6 Au moins une fois par an, l’équipe de direction de chaque entité consacre une
réunion à la gestion de la performance et au perfectionnement, qui est l ’occasion pour
elle d’examiner les besoins d’accompagnement professionnel et de perfectionnement
du personnel à la lumière des questions stratégiques de gestion des ressources
humaines qui se posent à l’entité, y compris la formation et la gestion de la relève.
L’équipe peut aussi proposer des directives touchant les modalités de constatation des
bonnes performances et de rectification des mauvaises performances au niveau de
l’entité.

Section 12
Groupe mixte de suivi
12.1 Il est créé dans chaque entité ou pour chaque région ou lieu d ’affectation hors
Siège un Groupe mixte de suivi dont les membres sont nommés par le chef de l ’entité
concernée. Le Groupe mixte de suivi est normalement composé de deux membres
nommés par l’Administration, de deux membres nommés par le personnel de l’entité
conformément à la pratique locale, et d’un président choisi par le chef de l’entité en
consultation avec le personnel. Ses membres sont nommés pour un mandat
renouvelable de deux ans.
12.2 Le Groupe mixte de suivi suit et contrôle l’application du Système de gestion
de la performance et de perfectionnement par l’entité concernée du point de vue du
respect des délais, de l’objectif et des procédures visés à la section 2. Il concourt avec
l’entité concernée à y institutionnaliser le Système. Il peut demander au chef de
l’entité de lui communiquer les informations chiffrées nécessaires à l ’exercice de ses
fonctions. Le Bureau des ressources humaines peut concourir à titre technique à
fournir ces informations ou à établir ces rapports de synthèse.
12.3 Le Groupe mixte de suivi se réunit chaque année à la fin de la période
d’évaluation. Il fait rapport au Comité mixte central de suivi le 31 juillet de chaque
année au plus tard. Le rapport du Groupe mixte de suivi comprend un exposé sur le
contrôle de l’évaluation et une note de synthèse sur l’application du Système de
gestion de la performance et de perfectionnement dans l ’entité durant la période
considérée.
Section 13
Groupe mixte central de suivi
13.1 Organe subsidiaire du Comité de coordination entre l’Administration et le
personnel, le Groupe mixte central de suivi se compose de deux membres désignés
par l’Administration, de deux membres désignés par le personnel et d ’un président
nommé par le Président du Comité de coordination entre l’Administration et le
personnel après consultation du personnel. Ses membres sont nommés pour un mandat
renouvelable d’un an.
13.2 Le Groupe mixte central de suivi se réunit une fois par an, juste avant la réunion
du Comité de coordination entre l’Administration et le personnel. Il examine les
questions de politique générale que soulève l’application du Système de gestion de la
performance et de perfectionnement dans toute l’Organisation, de même que les
rapports présentés par les groupes mixtes de suivi. Il établit un rapport annuel sur
l’application du Système de gestion de la performance et de perfectionnement dans
les différentes entités. Assorti de recommandations relatives à l ’application et à
l’efficacité d’ensemble du Système de gestion de la performance et de perfectionnement,
ce rapport est soumis au Comité de coordination entre l’Administration et le personnel
pour transmission au Secrétaire général.
Section 14
Jurys d’examen
14.1 Aux fins de l’application de la procédure de contestation, le chef de l ’entité
considérée, ou son représentant, établit, en consultation avec les représentants du
personnel, la liste des fonctionnaires de l’entité pouvant siéger à un jury d’examen,
lesquels sont répartis en trois groupes. Cette liste comprend, en nombres égaux :
a) Des membres désignés par le chef d’entité ;

b) Des membres élus par le personnel d’entité conformément à la pratique
locale ;
c) Des présidents désignés par le chef d’entité après consultation des
représentants du personnel de ladite entité.
La liste, subdivisée comme indiquée ci-dessus, comprend six ou neuf personnes, selon
l’importance des effectifs de l’entité. Un ou plusieurs membres supplémentaires
peuvent être désignés dans chaque groupe si l’entité le juge nécessaire. Tout est fait
pour opérer une répartition géographique et par sexe aussi équitable que possible. Les
membres doivent avoir les connaissances et l’expérience requises pour se prononcer
sur toutes observations et appréciations. Le chef de l’entité communique par écrit la
liste approuvée aux fonctionnaires concernés.
14.2 Les fonctionnaires inscrits sur la liste d’aptitude siègent pendant deux ans. Tout
membre affecté à un poste extérieur à l’entité est remplacé conformément à la
procédure applicable au groupe auquel il appartient.
14.3 Si la liste ne peut être constituée avec les seuls fonctionnaires de l ’entité
considérée, des fonctionnaires d’autres entités du même lieu d’affectation peuvent y
être inscrits pour autant qu’ils justifient des connaissances et de l’expérience requises
pour se prononcer sur toutes observations et appréciations.
Section 15
Procédure de contestation
15.1 Tout fonctionnaire qui conteste l’appréciation « Performance répondant
partiellement aux attentes » ou « Performance ne répondant pas aux attentes » à lui
attribuée à la fin de la période d’évaluation peut, dans les 14 jours suivant la date à
laquelle il a signé le document de performance, soumettre au chef du service
administratif dont il relève au Siège, au chef de l’Administration dans les bureaux
hors Siège ou au chef de l’appui à la mission, selon le cas, une déclaration écrite
exposant ses objections et indiquant brièvement les motifs précis pour lesquels il
estime mériter une meilleure appréciation générale. La procédure de contestation
n’est pas ouverte aux fonctionnaires ayant reçu l’appréciation « Performance
répondant pleinement aux attentes » ou « Performance dépassant les attentes ».
15.2 Dans la déclaration exposant ses objections, le fonctionnaire indique le nom des
trois personnes (une pour chacun des groupes visés à la section 14.1) qu’il a choisies
pour constituer le jury d’examen et qui toutes doivent être de rang égal ou supérieur
au notateur dont il conteste l’évaluation ou les observations.
15.3 Après avoir reçu copie de la déclaration exposant les objections du
fonctionnaire, le chef de l’entité, ou son représentant, établit et soumet dans les
14 jours au jury d’examen une brève réponse écrite. Il est remis copie de cette réponse
au fonctionnaire. Sauf empêchement dû à l’éloignement, le jury entend le
fonctionnaire, les premier et second notateurs et, éventuellement, toutes autres
personnes pouvant détenir des éléments d’information utiles pour l’examen de
l’appréciation. En cas d’empêchement dû à l’éloignement, des déclarations peuvent
être recueillies par téléphone.
15.4 Le jury établit, dans les 14 jours qui suivent l’examen de l’affaire, un rapport
succinct indiquant, motifs à l’appui, si l’appréciation initiale doit ou non être
maintenue. S’il considère que l’appréciation en cause ne doit pas être maintenue, il
doit en indiquer une nouvelle. Le rapport est versé au dossier administratif du
fonctionnaire en tant qu’annexe au document de performance.
15.5 Le chef de l’entité et l’intéressé sont tenus d’accepter l’appréciation attribuée à
l’issue de la procédure de contestation, étant entendu que le Secrétaire général,

agissant en sa qualité de chef de l’Administration, peut, s’il y a lieu, revoir le dossier
et statuer en dernier ressort. Toute modification de l’appréciation finale est
communiquée, avec la date à laquelle elle a été décidée, au Bureau des ressources
humaines accompagnée d’une note indiquant que l’appréciation a été modifiée à
l’issue d’une procédure de contestation, ainsi que l’appréciation finale recommandée
par le jury d’examen.
15.6 S’il est décidé de ne pas renouveler l’engagement de tout fonctionnaire dont la
performance ne donne pas satisfaction et si cet engagement vient à expiration avant
la fin de la procédure de contestation, il doit être prorogé jusqu’à l’achèvement de
cette procédure.
15.7 L’appréciation attribuée à l’issue d’une évaluation qui n’a pas été contestée
selon la procédure de contestation est définitive et sans appel. Peuvent en revanche
être contestées par les voies de justice formelle ou informelle les décisions
administratives résultant d’une appréciation finale de la performance de tout
fonctionnaire qui modifient les conditions d’emploi de celui-ci.
Section 16
Système de gestion de la performance et de perfectionnement et augmentations
périodiques de traitement
16.1 En vertu de l’alinéa a) de la disposition 3.3 du Règlement du personnel, les
augmentations périodiques de traitement sont accordées, sauf décision contraire du
Secrétaire général dans tel ou tel cas, à tout fonctionnaire dont la performance et le
comportement sont jugés satisfaisants par son supérieur hiérarchique. Les
dispositions de la présente section définissent les procédures à suivre pour déterminer
si cette condition est satisfaite et les modalités de la retenue de l’augmentation de
traitement dans les cas où elle ne l’est pas.
16.2 La décision d’accorder ou de retenir l’augmentation périodique de traitement
compte tenu de la performance est prise par le second notateur sur la base de
l’appréciation attribuée par le premier notateur et consignée dans le document de
performance.
16.3 L’augmentation périodique de traitement est accordée au fonctionnaire auquel
est attribuée l’une des deux appréciations prévues à la section 9.3, soit :
• Performance dépassant les attentes ;
• Performance répondant pleinement aux attentes.
16.4 L’augmentation périodique de traitement n’est pas accordée au fonctionnaire
auquel est attribuée l’une des deux appréciations prévues à la section 9.3, soit :
• Performance répondant partiellement aux attentes ;
• Performance ne répondant pas aux attentes.
16.5 L’augmentation périodique de traitement retenue pour performance « répondant
partiellement aux attentes » l’est jusqu’à ce que les résultats du plan d’amélioration
de la performance soient connus. Si, l’exécution de ce plan achevée, la performance
du fonctionnaire s’est améliorée, l’augmentation périodique de traitement lui est
accordée avec effet à la date à laquelle l’exécution a pris fin.
16.6 La décision de retenir toute augmentation périodique de traitement est
communiquée au fonctionnaire par écrit avant d’être appliquée, avec copie au Bureau
des ressources humaines ou, dans le cas des bureaux hors Siège et des commissions
régionales, au bureau local de gestion des ressources humaines .

16.7 Si l’appréciation de la performance ayant motivé la retenue de l ’augmentation
périodique de traitement vient à être relevée au terme de la procédure de contestation
organisée par la section 15 et si la nouvelle appréciation justifie l’octroi de
l’augmentation, celle-ci est accordée à compter de la date à laquelle elle aurait
normalement dû prendre effet.
Section 17
Formulaires électroniques du Système de gestion de la performance
et de perfectionnement, supports de formation et guide
17.1 Le fonctionnaire peut se procurer les formulaires électroniques du Système de
gestion de la performance et de perfectionnement ainsi que les supports de formation
et le guide y relatifs sur l’intranet ou auprès du service administratif ou du bureau
local de gestion des ressources humaines dont il relève. Ces documents sont actualisés
en permanence à la lumière des bonnes pratiques et de l’évolution de la jurisprudence.
Une formation visant à mettre à jour et à consolider les connaissances du personnel
sur le Système est proposée au moins tous les trois ans. Toutes les entités nomment
des points focaux de gestion de la performance chargés d’accompagner et de
conseiller les fonctionnaires au besoin.
17.2 Les supports de formation et le guide relatifs au Système de gestion de la
performance et de perfectionnement visent uniquement à donner des indications et
des informations générales. En cas de divergence avec les dispositions de la présente
instruction, celles-ci l’emportent.
Section 18
Entrée en vigueur et dispositions transitoires
18.1 La présente instruction entre en vigueur à la date de sa publication.
18.2 L’instruction administrative ST/AI/2010/5 est annulée. Toutefois, pour les
documents de performance établis avant la période de gestion de la performance et de
perfectionnement 2021-2022 et pour tous les documents créés avant le 31 mars 2021,
il sera procédé conformément aux procédures qui y sont définies.
